Over 67,000 Pakistanis may miss Hajj 2025 due to delays and mismanagement by private tour operators. Learn what caused the crisis, the latest updates, and how pilgrims can track their Hajj application status through the Pak Hajj app.

Over 67,000 Pakistani Pilgrims at Risk of Missing Hajj 2025

ISLAMABAD, April 20, 2025 – A major crisis is unfolding as approximately 67,000 Pakistani pilgrims risk missing Hajj 2025, reportedly due to delays, poor coordination, and mismanagement by private Hajj tour operators. This alarming development has not only disrupted sacred travel plans but also put PKR 36 billion of pilgrims’ money in jeopardy.

Hajj 2025 Private Scheme Faces Massive Setback

According to credible sources reported by ARY News, the delay in approving Pakistan’s Hajj Policy 2025 left private tour operators unable to submit applications on time. Although operators transferred funds to Saudi Arabia, a lack of coordination and inadequate preparation time meant that key logistics, including visa processing and accommodation, were not completed.

Saudi authorities have reportedly refused to refund the funds, instead offering to adjust them for Hajj 2026. As a result, many pilgrims may lose their opportunity to perform the pilgrimage this year.

Only 23,620 Pilgrims Approved Under Private Scheme

Typically, around 90,000 Pakistani pilgrims perform Hajj through the private scheme annually. However, only 23,620 pilgrims will be able to travel in 2025 due to court injunctions obtained by some operators and a lack of timely communication with the Saudi government. These court decisions have disrupted the allocation process and halted the finalization of private quotas.

Government Directives and Response

The Ministry of Religious Affairs has taken swift action by issuing new guidelines for Hajj 2025 private tour operators:

  • All approved operators were instructed to submit service agreements under the revised quota by April 18.
  • The ministry has published an updated list of authorized Hajj operators on its official website and the Pak Hajj mobile app.
  • Private pilgrims can track their application status, service packages, and real-time updates through the Pak Hajj 2025 app to ensure transparency and avoid further issues.

What Pakistani Pilgrims Should Do Now

If you are planning to perform Hajj 2025 through the private scheme, here are key steps you should take:

  • Verify your operator’s approval status through the official Pak Hajj mobile app or website.
  • Ensure your visa and service agreements are finalized and submitted by your operator.
  • Stay updated with announcements from the Ministry of Religious Affairs and Pak Hajj App.

23,000 pilgrims will still perform Hajj 2025

This year’s Hajj has become a cautionary tale about the importance of timely planning and transparent coordination. While over 23,000 pilgrims will still perform Hajj 2025 under the private scheme, more than 67,000 others face uncertainty. The government has urged affected pilgrims to remain vigilant, use the Pak Hajj app for real-time updates, and follow official guidance to minimize disruption.
